Campus Security and Safety Report

Introduction

Starr King School for the Ministry (SKSM) highly values the individual and collective security of its staff, faculty, and students. This is so not only because it cares about individual safety, but also because Congress has set many requirements for campus crime policies and reporting. The Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act (Clery Act), codified at 20 U.S.C. 1092(f) as part of the Higher Education Act of 1965 (HEA), requires that SKSM disclose policy information and crime statistics as part of a campus security report published annually.

This report serves as the Campus Security Report for Starr King School for the Ministry for the 2022-2023 academic year.

At SKSM, the Director of Operations has the responsibility for gathering statistics, identifying reportable crimes, and providing them to the Department of Education and the public, and for the preparation of this report. The campus security report can be viewed on SKSM website and copies of it may be obtained from Starr King School for the Ministry. The information in this report comes from a variety of sources, including the City of Berkeley Police Department, City of Oakland Police Department, Mills College’s Department of Public Safety (DPS), and incidents reported to Starr King School for the Ministry.

Campus Safety

SKSM informs students and employees annually about campus security procedures and practices through dissemination of this report.

Starr King School for the Ministry does not have a campus law enforcement or safety staff. No employee of SKSM has, within the scope of their SKSM employment, police powers or the authority to arrest individuals.

Since SKSM does not have its own security staff, SKSM urges persons affiliated with the school to make use of local law enforcement resources. SKSM encourages students and employees to be responsible for their own safety and the security of others.

Access to Starr King Campus

Starr King occupies the seventh floor of 414 13th Street in downtown Oakland. Access into the building and into the Starr King offices is through keyed entry. The Starr King suite is also equipped with an alarm and motion-detection system. Entry is limited to officers and employees of the school as well as students, guests and/or invitees.

Procedures to Report Criminal Activity and Emergencies

Members of the SKSM community, or any other person authorized to be present within SKSM facilities should report any suspected criminal activity or other emergency that poses a threat to life or property.

  • If immediate danger to life or property exists, dial 911, or 510-777-3211 from a mobile phone if you feel safe doing so.
  • Non-Emergency incidents may be reported to the Oakland Police Department Non-Emergency Dispatch line at 510-238-3227 (Mobile phones: 510-777-3333).
  • In all cases, report the incident to Teresa Joye, Director of Operations () or other senior administrator. You may ask the Director of Operations for a Crime Incident Report.   • The Director of Operations will work with the President of the school to ensure that all reports received are investigated and appropriate actions taken.
  • Starr King School for the Ministry urges its community to report all crimes.
  • Incidents that may or may not be crimes should also be reported using procedures for reporting crimes on a voluntary, confidential basis for inclusion in the Campus Security Report.

Information About Registered Sex Offenders

In 1947, California implemented a sex offender registration program to help keep track of persons convicted of certain sex crimes. Later in 1996, California enacted Megan’s Law, which, for the first time, provided the public with photographs and descriptions of convicted sex offenders who have registered their whereabouts with local law enforcement. Pursuant to Section 290 of the California Penal code, convicted sex offenders are required by law to register within 5 days of changing residence locations (every 60 days if they do not have a permanent residence), starting school, employment at a school, or within 5 days of each birthday. The State of California requires sex offenders to register with a Law Enforcement agency in the jurisdiction in which they reside, as well as with institutions with sworn campus police departments if they are a student, working or carrying on a vocation on campus. Information on registered sex offenders is available through the Megan’s Law website at http://meganslaw.ca.gov/ or the Oakland Police Department, 455 7th Street Oakland, CA 94607.

The Family Educational Rights and Privacy Act (FERPA) does not prohibit institutions from disclosing information about registered sex offenders. Megan’s Law makes available to adults and organizations information on “serious” and “high- risk” sex offenders in their local community. The information on a registered sex offender includes:

  • Name and known aliases
  • Age and sex
  • Physical description, including scars, marks and tattoos
  • Photograph, if available
  • Crimes resulting in registration
  • County of residence
  • Zip code (based on last registration)

Viewing this information is free. In December 2004 the State of California created a website that provides detailed information about registered sex offenders that can be viewed by going to http://meganslaw.ca.gov.

Crime Statistics

As per federal requirements under the Clery Act, Starr King provides statistics for designated crimes, arrests, VAWA (Violence Against Women Act) offenses, arrests, unfounded crimes, and disciplinary actions that occur either on campus, or on immediately adjacent public property, which up until July 31, 2020, was defined as the 2400 block of Le Conte Avenue. There was no immediately adjacent public property to the Starr King facilities during our tenure at Vera Long Hall on the campus of Mills College for the period of October 2020 – June 30, 2022.

COPIES ARE AVAILABLE FROM THE DIRECTOR OF OPERATIONS AND ON THE WEBSITE. The information collected from these forms is used to prepare a compilation of statistical crime information for the school’s Annual Campus Crime Report.

Victims and witnesses to crimes must be made aware that they have a right to report criminal acts to police, and to report school policy violations to the appropriate office. If a person reporting requests anonymity, this request must be honored to the extent permitted by law. Accordingly, no information should be included on this form that would personally identify the victim without their consent. The legislation requires that records or actions related to crime or incident statistics be retained for seven (7) years.
